Please correct paragraph 1 of W 1701

(IZ 8662 T.0.0. 301350Z) to read as follows:-

"1.

I saw the Generalissimo with the Ambassador this afternoon and am convinced that nothing now will move him from his present attitude about Hong Kong. I cannot understand the force of refusing to accept delegation of power from the Generalissimo unless we do not admit that he has such power but in view of fact that we asked him to waive his right in the matter it would seem that we recognise him to have such power."
